Inconsistencies with cardNumberOrigin value

We recently implemented the END_USER feature when submitting orders with cc payment. This solved a problem for us where PARTNER_VAULT value was causing an error.

However, when working with certain franchise locations for the same customer, END_USER always fails and we had to create a setting to override this and always pass PARTNER_VAULT. 

This is fine and orders with payment now work in both cases when the setting is applied correctly.

Does anyone know what the difference would be at these franchise locations where the END_USER value does not work? Is this based on the Toast POS version?
